PORT OF EVERETT BEACH RESTORATION

A section of shoreline near Mukilteo was previously an industrial area and military fuel tank farm. After many years of disuse the shoreline experienced erosion and exhibited diminished value to the beach visitor and to natural resources. The Port of Everett undertook a development plan for constructing the Rail/Barge Transfer Facility Project at the site. As part of the development plan the Port restored a beach within the project limits that would enhance habitat value. Coast & Harbor Engineering (CHE) assessed site conditions and made field interpretations of dominant processes acting at the site. CHE engineers developed a beach cross-section concept, derived design water levels and wave climate, analyzed dynamics of shore material, and produced a preliminary design for beach restoration. CHE provided permit drawings and technical support during permitting. CHE performed final engineering and design including 100% design drawings, specifications, and cost estimates. CHE provided services during construction, including a preconstruction meeting, reviewing contractor submittals, and construction observation. CHE is performing project monitoring to document performance of the constructed beach.

Conducted engineering analysis to develop design criteria and preliminary design of beach plan and cross-section, culvert extensions, and public access. |
