MARINE AREA REMEDIATION PROJECT Port of Anacortes, Washington
Remediation of the Anacortes former Scott Paper Mill Marine Area included restoring a beach area that contained contaminants and protecting the upper shoreline with natural beach material. The design of this project was to be consistent with long-term plans for improvement of the Cap Sante Marina, which is adjacent to and down-drift from the Marine Area restoration.
In 2009 the Port was honored by being selected “Port of the Year” by the Washington Public Ports Association (WPPA), and CHE was given much credit for assisting the Port with attaining this honor.

Coast & Harbor Engineering (CHE) performed the following project tasks:
Beach Construction and Restoration
Shoreline Protection
New Rock Breakwater
Small Craft Boating Facility (kayak and hand launch sail boats)
Navigation Aids and New Fuel Float
Project constraints included beach material that had to have characteristics to support habitat as well as a beach with minimal loss by wave and current erosion. CHE evaluated construction materials and methods, optimized rock berm plan and cross-section configurations and dimensions, specified gradation of beach material and rock size for nearshore berms, reviewed detailed demolition requirements, performed structural analysis of vertical wall breakwater, and estimated quantities and costs of project elements. Tasks included reviewing construction requiremensts for all project elements to develop a narrative for permit applications, producing a preliminary engineering report, and developing preliminary project plans.
